This is a bounded collection of nine CSFWD Charter transactions, not a complete inventory of water-utility services. Service availability applies only within CSFWD/PW-CSF coverage — not every San Fernando barangay or property is served. No universal flat new-connection fee, online payment, online application, or 24/7 hotline or office is published; two separate reconnection procedures and one maintenance procedure covering eight technical subtypes are preserved as reviewed.

CSFWD/PW-CSF processes new water service connection applications for eligible residential, commercial, and government entities within its service coverage area.

Who may avail

Residential, commercial, and government entities in the City of San Fernando and Sto. Tomas, Pampanga, within the service coverage area of CSFWD/PW-CSF

Processing time: 9 working days (Day 1-9)

Fee: Assessed application fee (PHP 400.00 residential/government, PHP 1,000.00 commercial) plus tapping/installation, boring/jetting, cutting/breaking, excavation, restoration, and other site-dependent material charges. Not a single flat connection fee.

Reconnection of Accounts Disconnected Within Twenty-Four (24) Hours

CSFWD/PW-CSF reconnects a water service account that was disconnected for delinquency not exceeding 24 hours, once the amount due is paid.

Who may avail

Inactive/disconnected concessionaires newly disconnected for delinquency, not exceeding 24 hours

Processing time: 1 working day and 6 minutes total; implementation occurs within 24 working hours after preparation of the Job Order

Fee: None (reconnection processing fee); outstanding arrears/water bill must still be paid

Reconnection of Accounts Disconnected After Twenty-Four (24) Hours

CSFWD/PW-CSF reconnects a water service account that has been disconnected for more than 24 hours, including prior voluntary or delinquency disconnections.

Who may avail

Inactive/disconnected concessionaires, including prior voluntary or delinquency disconnections

Processing time: 9 working days total; the Charter also records 1 working day and 37 minutes of active handling/implementation

Fee: PHP 300.00 if disconnected from the service line; PHP 500.00 if disconnected from the main line; plus market-variable material cost and outstanding account amounts

CSFWD/PW-CSF applies a discount on water consumption for an active connection registered to a senior citizen who resides at the premises.
