Proof appropriate to the applicant's occupancy: private owners submit title/deed or equivalent ownership evidence; tenants submit a notarized lease plus ownership evidence; accredited informal-settler associations and occupants of government/private property may require association or Barangay certification and undertakings

Steps
How to apply
- Day 1
File the application at CSFWD/PW-CSF Customer Service; the Customer Service Assistant encodes it and schedules inspection.
- Day 2
The inspector performs the site inspection and assesses required materials, permits, and charges.
- Day 3
The assessment is encoded.
- Day 4
Sign the Water Service Contract, receive a brief policy orientation, then pay the assessed amount; the job order is prepared.
- Day 5-9
Installation proceeds under normal working conditions and subject to resource availability.

Important notes
- Eligibility is limited to the City of San Fernando and Sto. Tomas, Pampanga, within CSFWD/PW-CSF service coverage. Confirm coverage before relying on this service; not every San Fernando barangay or property is served.
- No online application channel is confirmed; apply in person at CSFWD/PW-CSF Customer Service.
- Tapping/installation, boring/jetting, cutting/breaking, excavation, restoration, and material charges are subject to current market values and site conditions. No universal flat connection fee is published.
- This replaces an older legacy web workflow (1-2 day survey, fixed Monday/Wednesday orientation, 1-5 day installation), which is superseded by the current 2025 Charter's Day 1-9 process.
